The news item refers to instructions given by the Secretary of Defence a few months back that resulted in engaging SLMM Monitors on board Navy ships while on operations at sea. The Ministry wishes to explain that the above instructions were given after the incident at sea causing the engagement of a ship in June this year, where the SLMM alleged that such incident could have been averted if the Navy used the services of the SLMM in interdicting the LTTE vessels. The Navy asserts that there was a shortage of Monitors and had and impact on the operations as a whole during the past weeks. It is confirmed that the referred information in this instance has been made known to the LTTE long before it was brought to the notice of any authority of this Ministry. The SLMM has informed the Ministry that SLMM had no intention of divulging any information but queried on any ships belonging to LTTE that were heading towards the eastern coast. A meeting was held yesterday in the Ministry with the Head of the SLMM Gen. Tryggve Teleffson, Commander of the Navy Vice Admiral Daya Sandagiri and the Secretary of the Ministry Austin Fernando where clarifications were sought from the SLMM as to whether and under what circumstances this information came to be passed on to the LTTE. The Secretary of the Ministry and the Commander of the Navy have explained to the SLMM the grave repercussions of such information falling in to the hands of LTTE, whatever the intensions of the SLMM were. It was agreed by the Head of Mission of the SLMM that any information of this nature will not be dealt with in this manner in the future.

A meeting was held in Trincomalee today on the same issue attended by the Minister of Defence Hon. Tilak Marapana, Secretary of Defence, Commander of the Navy, Rear Admiral Wasantha Karannagoda COMEAST of the Navy and Naval Officers Dissanayake and Ruwanpathirana who participated in the operation on the 16th in the eastern area. It was decided at this meeting that new operational procedures have to be prepared immediately in dealing with this type of situations and they should be adhered to by all parties in the interest of Navy, its personnel and the Peace Process, in which conflicting situations have to be avoided whilst ensuring the security of the country. The Minister of Defence will hold a meeting very early next week with the SLMM and the Navy to discuss further on this issue.
